Yeah, may be. The main purpose was to bring horror to the nation and they could achieve this using different ways, including and mainly covert hypnosis techniques.

I always found the use of that color coded “Threat Level” as a kind of hypnotic way of keeping us prisoners to the terrorists. What was the point of that?

There are only some (3 or 4) advanced covert hypnosis courses by K. Hogan and other authors where they really teach covert hypnosis techniques for practical use.
